WhatsApp records voice messages with the Opus codec and saves them as .opus files (older exports use .ogg). Opus sounds clear at a tiny size, but outside WhatsApp many apps can't open it: Windows Media Player, iTunes and Apple Music, many car stereos, email previews, and a lot of editing, transcription and court or HR portals that ask for MP3.
People convert voice notes to keep a message from someone they love, to send a recording as evidence or to a lawyer, to add it to a video, or to transcribe it. Because the tool runs in your browser, private messages are never uploaded to a conversion website.
FFmpeg, compiled to WebAssembly, decodes the Opus audio and encodes it with the LAME MP3 encoder. A one-minute voice note becomes about 1 MB at 128 kbps.
Voice notes are mono speech recorded at a low bitrate, so a higher MP3 bitrate won't make them sound better; 128 kbps is already more than the original, and 64 kbps (Small) is fine if you need the smallest file.
Personal messages are converted on your device and never sent to a server.

In the WhatsApp Voice Notes folder, usually Android/media/com.whatsapp/WhatsApp/Media/WhatsApp Voice Notes in the Files app. They are grouped in dated subfolders. Sharing the message from the chat to Files is often easier.
Tap and hold the voice message, tap Forward, then tap the Share button (bottom corner) and choose Save to Files. Open this page in Safari and pick the saved file.
