A video's file size is roughly its bitrate multiplied by its length. The tool reads the video's duration, sets aside 4% for file overhead, gives the audio 64 or 96 kbps, and uses the rest as the video bitrate. It also lowers the resolution to 1080p, 720p, 480p or 360p to match that budget, because a small bitrate spread over too many pixels looks blocky.
Encoders don't hit a bitrate perfectly, so after each attempt the tool checks the real size. If it's over the limit, it encodes again at a proportionally lower bitrate. That's why the length of the video, not its current file size, decides how good it can look: a 30-second clip fits 10 MB comfortably, while a 5-minute video at 10 MB will be small and soft.

It divides the target size by the video's length to get a bitrate, reserves room for audio and file overhead, and encodes at that bitrate. If the result still comes out over the limit, it automatically tries again at a lower bitrate, up to three attempts.
The size limit is shared across the whole length. A long video has fewer bits for each second, so it's scaled down and softened. Trim it, remove the audio, or pick a bigger target.
Compression re-encodes every frame in your browser, so it works for videos up to 120 MB and 10 minutes on a computer, or 60 MB and 5 minutes on a phone. Trim longer videos first.
Discord allows 10 MB per file without Nitro. Gmail attachments are limited to 25 MB; bigger files are sent as Google Drive links. Other apps and forms vary, so check the limit where you're uploading.
