Boost multiplies the audio level by the number of decibels you choose: +6 dB sounds about one and a half times as loud and +10 dB about twice as loud. Simply amplifying makes the loudest moments clip and crackle, so a limiter holds peaks just below the maximum while the rest gets louder.
Normalize analyses loudness as it goes and adjusts it to about -16 LUFS, the level commonly recommended for podcasts. It makes quiet recordings louder and loud ones slightly quieter, which is handy for a batch of clips that should sound alike.
A limiter keeps peaks from clipping even at +20 dB.

Start with +6 dB. Phone recordings of a distant speaker often need +10 to +15 dB. If a boost still sounds quiet, the recording probably has a few loud spikes; try Normalize.
