WebM is the format browsers use when they record. Screen recorders and voice recorders built into websites, many online meeting and interview tools, and videos saved from web pages often produce .webm files. The audio inside is usually Opus or Vorbis.
Opus sounds good but many players can't open it: Windows Media Player, older iPhones, car stereos and a lot of audio editors expect MP3. Converting to MP3 makes the recording playable everywhere and easy to attach or share.
FFmpeg in WebAssembly decodes the WebM's first audio track (Opus or Vorbis) and encodes it with the LAME MP3 encoder. Any VP8 or VP9 video in the file is ignored.
Some browser recorders write WebM files without a duration in the header. That doesn't stop conversion, but the duration and size estimate may be missing until the MP3 is ready.

Opus to MP3 is a lossy re-encode. At 128 kbps speech sounds identical; for music choose 192 kbps or higher.
Yes. Some browser recorders leave the duration out of the file header. Conversion still works; the time is just unknown until it finishes.
Files up to 4 GB and 4 hours long on a computer, or 2 GB and 2 hours on a phone. The video is read in pieces rather than loaded into memory, so large recordings work; only the audio file being written has to fit in memory.
